The central air conditioning in my 9th floor high-rise apartment went out and management said they are not sure they can fix it in one day. I suffer from asthma so asked to use a guest suite, which they say none are available. Can I ask(demand) to use the vacant apartment next door to me until they get it fixed?

Here the question is how long does the landlord have to fix the problem. The landlord has 30 days, or a reasonable amount of time, whichever is sooner, to fix the problem. Ohio Revised Code Section 5321.07. In this situation, if the landlord got the A/C fixed within the week, I think that most Ohio Courts would find that reasonable.
Given you asthma though, were you to go to a hotel room until they got it fixed, you might be able to argue that the landlord should defray that cost.
