I'm looking to move into an apartment complex in Columbus, and the management co. said I'd be responsible for paying all utilities except trash (that means I'd have to pay water, sewer, electricity, gas). I come from NY where landlords have to provide water and gas (and of course sewer) for you. Are landlords in OH not required by law to provide at least some of these things for tenants?

In Ohio, the landlord has to provide access to these services, but the tenant may, under the law, be required to pay for them according to use. So the landlord could not charge a tenant a fee to dig a trench and run a waterline to the rented property, but a monthly bill from the water company can be passed on to the tenant.
