No Heat

In the apt. complex where I live, the heat is provided. There are boilers in each building. Well, they turned the boilers off on March 1. Yesterday it was 14 degrees, its still snowing, and we have no heat! My 1 yr old wakes up screaming every night from the cold, his little hands and feet are frozen, and his lips were BLUE this morning! Is it legal for them to turn the heat off this early?
