Do I meet the requirements for Expungement?

In May of 2003 subject was arrested for Tampering with records a felony 3 charge. Subject worked for the local BMV & was accused of making fake ID's for minors. Subject plead guilty and was sentenced to 3 yrs. Community Control. After 18 months subject was released. This was my first & last arrested. Subject would like to know what requirements Ohio has on Expungement & would this allow allow a clear backround check if granted.

You may not be eligible for expungment at all given the following:

Convictions of an offense in circumstances in which the victim of the offense was under eighteen years of age when the offense is a misdemeanor of the first degree or a felony are not expungeable.
