We have a tenant that's been renting our house for 5 months. She called the other day and advised us that her water bill 2 months ago was $80, which is quite high. She paid the bill. This month she received a note on her door informing her of high consumption and received a bill for $600!!! When the water department came yesterday to check on it, she was advised that one of the toilets was running, causing this high bill. First off, $600 for a water bill is like 3 years worth of water. We are going over now to repair the toilet and was wondering if we are responsible for any part of this $600 bill?

The tenant has a duty to report such problems to you in a timely manner. It appears she didn't do so. She should be liable for the bill.
