non working windows

i just moved in to a rental house, cant get alot of the windows open(old house) is this legal or does landlord need to address fixing them? also brought my own appliances (landlord was aware) stipulated in lease that her fridge and stove needed to be put in basement. stove went but fridge wont go downstairs put fridge in garage she says its my responsibility to "deal with it"- comments?

It may be a fire hazard for the windows not to open - check with City Code Inspector. As far as appliances - was it included in the lease that landlord would remove them?
