Increased rent due to local tax and water

Recently, my landlord rased my rent $50 due to local tax increases, water and insurance. These reasons are in a written letter from my landlord. Are these reasons legal reasons for a landlord to raise rent?

Are you under a written lease or a month to month agreement. If you are under a written lease that is still in effect, then see if there is a provision concerning raising the rent. If you are a month to month tenant, the landlord must give you 30 days written notice of increases in the rent.
