I made a complaint to my employer regarding a "joke" that was played on a group of coworkers. They heard our complaint and did nothing, are they obligated in Ohio to do anything? There is a black club at my work and they p***ed out notes saying "smacked", "I like being smacked", etc. Well, the end note says (written backward upside down) Smacked black for history. I was made to explain what I know about the club(newsletters and such) but nothing was done, Its been about 3 weeks. I feel like its being covered up by the manager who is also black, she had a meeting where she told the entire department that she could not "protect" people if they are caught in the wrong. What is your opinion/suggestion? I fear reprisal in the future

I can't follow your question - could you be more specific?

Is my employer required to make any reports to outside agencies or tell me the findings?

I'm still not able to follow what went on here but an employer is obligated to address the issue to the extent that it wants to avoid future liability - an ounce of prevention is worth a pound of cure. To protect yourself, I would suggest documenting what happened in a log or diary.
