My question is regarding the threatening of eviction for late payment of utilties.. Nowhere in my lease agreement does it say anything regarding that late payment of utilities would be grounds for eviction, so can they legally pursue legal action in evicting a tenant because their bills are late? And if so, can they discriminate against a tenant who owes less than other tenants? (I suspect the reason is relatiation related)

In Ohio, if there is a breach of the lease agreement, then the breach will be sufficient to state a cause of action for eviction. There are several defenses to eviction though (waiver, estoppel, procedureal defects, etc), and you can find these in the downloadable kit online at http://www.ohiolandlordtenant.com/fightkit.html
If you suspect and can show a court that the reason you are being evicted is because you complained about problems at the apartment, then Ohio Revised Code Section 5321.02 protects you from the eviction.
